Republican agenda on health care is void of problem-solving

Maybe Mr. Trump, the Art of the Deal deal maker, will convene Republicans and Democrats at the White House for a discussion over dinner and chocolate cake?

Fresh off their failure to pass a health care bill, Republicans have sought support for reconciliation to more quickly pass tax legislation in the fall. Some experts question whether the ACA's employer mandate makes much, if any, difference when there's a solid business case for providing health care: With unemployment low and the labor market tight, benefits give employers an advantage in recruiting and retaining the best workers.

With Sen. (R-Ariz.) in Arizona for cancer treatments until September, McConnell can only afford to lose one GOP senator and still be able to take up the House-passed healthcare bill with a tie-breaking vote from Vice President Pence.

Republicans argued that the permanent appropriation did not cover the subsidies, and that paying them absent an explicit appropriation by Congress was unconstitutional. "We in California are doing everything we can to keep carriers and plans in the individual market, but President Trump continues to undermine the ACA and as these rate filings demonstrate, California is not immune to his efforts to wreck the Affordable Care Act". Bob Corker (R-Tenn.) said Wednesday, acknowledging the disappointment. "Now is the time to deliver tax reform, and I look forward to working with my colleagues to accomplish it", McConnell said. Everyone wanted to avoid a replay of August 2009 when Democrats were in control and could not finish approving the ACA before the summer break.

The political risks are more obvious.

Senate Republicans appear poised to ignore President Trump's demands that they immediately resurrect ObamaCare repeal and abolish the legislative filibuster. Rob Portman (R-Ohio) told reporters. "We didn't have 50 Republicans".

Harrison says he and his company filed two sets of proposed rates for policies sold on the insurance exchange next year.

In the most remarkable example of public Trump-bashing, Sen. Many pieces of legislation get cleared by unanimous votes, such as this week's bill created to improve health care for veterans. They attempted to ram through a replacement for Obamacare, which did little to address conservatives' main complaints.

While his decision to expand Medicaid under Obamacare so more Ohioans can be covered angered Republicans in the General Assembly, it turns out the expansion is a godsend for thousands who are caught up in the opiate epidemic. He has participated in nearly every major bipartisan legislative effort in the Senate in recent years, such as the "Gang of Eight" immigration push in 2013. Another granted a waiver allowing Jim Mattis to become Secretary of Defense despite retiring from active military service in 2013. House and Senate lawmakers say they hope to release those drafts in September and start having open committee hearings. Here is what President Trump's budget director, Mick Mulvaney, said on CNN last weekend. "So this is a time frame that you can't really fairly measure against previous senators or governors who have been in the Oval Office". "Both Republicans and Democrats agree on this".

The reason CSRs are in limbo at all is because House Republican who did not want Obamacare to succeed sued the administration, claiming the payments to insurers were illegal because they had not appropriated money for them. Joe Manchin of West Virginia, Joe Donnelly of IN and Heidi Heitkamp of North Dakota - represent states that Trump won IN the 2016 general election. In practical terms, the ruling could make it more hard for the Trump administration and House Republicans to abandon the payments without a court fight. With increased costs and the rhetoric from the party relentlessly pushing the message that it is a bad law and is imploding, any benefits gained got lost in the debate.

"I want to slow down this magic-pill theory, that there is just one idea out there that is going to solve it all", Durbin said.

"Leader McConnell is a master tactician". There is even talk of collaborating with Democrats on important stuff, thus working on behalf of an entire nation, rather than a few ideological malcontents.
