Obama denounces 'fundamental meanness' of Senate GOP health care bill

The Senate's health care plan would cut Medicaid over a longer timeline than the House bill, but the cuts would be deeper because the bill changes the program's funding formula. I realize policymakers will have spirited conversations about the nuances of expenditure growth rates, but whether or not Medicaid is being "cut" isn't exactly a matter of "perspective". Indeed, candidate Trump had started out promising no cuts to Social Security, Medicare or Medicaid.
