Senate Republicans launched their plan for shriveling Barack Obama's health care law Thursday, edging a step closer to their dream of repeal with a bill that would slice and reshape Medicaid for the poor, relax rules on insurers and end tax increases on higher earners that have helped finance expanded coverage for millions.

Appearing alongside Nevada Gov. Brian Sandoval (R), who has been protective of ObamaCare's Medicaid expansion, Heller raised concerns about the bill's phaseout of the expansion.

Beginning in 2020, it would limit the federal funds Florida and other states get for Medicaid, a program whose expansion was a key part of the Affordable Care Act.

Obama law: Medicaid expansion has enabled many states to provide comprehensive treatment to people caught in the opioid epidemic.

McConnell drafted the measure after spending weeks seeking middle ground between conservatives seeking an aggressive repeal of Obama's statute and centrists warning about going too far. He added that Nevada "is one of the most improved states in the country" in expanding coverage. It did not sound like a lengthier phase-out of the Medicaid expansion would satisfy Heller the way it might satisfy, say, Ohio Sen.

Medicaid is a federal-state health care program for low-income people who are disabled, pregnant or caretakers of dependent children. The Senate would determine who gets tax credits to help buy insurance by income, rather than age.

The measure immediately encountered enough opposition from GOP senators to block passage.

The Senate proposal mirrors Obamacare in some ways and mimics the House's disparaged American Health Care Act in others, analysts said.
